Developer license and load balancing

that developer licenses can not be used in origin/edge set ups, is that correct?

I need to reassure my boss that buying a full wowza license will allow us to use the built in load balancer.

You are correct. Developer license is not allowed to be used in load balanced applications. Paid licenses (i.e., Perpetual or Subscription) do not have that restriction. Load balancing is a standard functionality.

Yes, it is true that developer licenses cannot be used in origin/edge (liverepeater) configuration.
