AWS/EC2/WOWZA Four Days Per month - Stream address changes?

Newbie here.

For one client I have created a Wowza instance on AWS/EC2 that is 24/7/365. Works GREAT.

For another client, I need an instance only four days per month - - they are streaming video only for special events four times per month.

I believe that if you stop an instance, and then a week later restart it, that Amazon re-assigns the resources, and that the address would change.
Does anyone have experience with this situation?

Best bet is to allocate an ElasticIP, and then assign it to your instance once it's running.
