Best H.264 encoder?

Hi, I've been using Adobe's Flash Media Live Encoder 3 with Wowza but I recently read their license agreement better and noticed that according to the license its only allowed to use it to stream to Adobes own streaming server. So what other options are there. Requirements are that resolution should be freely changed (now using 512x288) and bitrate to about 1Mbps. Plus if Decklink cards can be used as input. Hardware encoders is another possibility (I have a Haivision Oscar) but resolution is locked to presets and quality is not even near what the FMLE3 produces. Thanks in advance!
