is the Wowza server capable of publishing a MP3 stream?
Source would be a transport stream via rtmp.

Winamp is not supported. But you can publish mp3 to Wowza over RTMP. AAC is preferable.

But this is not working with live sources, is it?
Pushing AAC is working fine, but with MP3 I had no success yet. 
The final goal is to make a stream, that can be opened with WinAmp.

No, Wowza Server 2.x and Wowza Server 3 will not support streaming to Winamp using SHOUTcast or Icecast protocol.
