I am involved in a project to deploy Wowza Streaming Engine in a large factory in Japan. The computers are all running Windows 7 with IE11, some of them are on Flash version 24 and can see the Wowza player just fine. However, some of the Desktops are on older versions of Flash all the way back to version 12 which cannot make the player work. What is the minimum version of Flash required to make the player work in IE11 on Windows 7?

What player are you referring to? If you are talking about the licensed Wowza Player, HERE, that is a HTML5 player and supports HLS streaming. Info on this can be found on the Wowza Player site.
