What are the server specifications needed to stream 50/100 IP Cameras @720p/1080p and expected <50 users to access streams?

The general minimum and recommended specs are:
Minimum recommended production hardwareCPU: Single quad core, 3.00 GHz or better RAM: 4GB Disk: 2 or more in RAID 0 (striping) Network: 1Gbps EthernetHigh-load recommended production hardwareCPU: Dual quad-core or a single hex-core, 3.00 GHz or better RAM: 16-32GB Disk: 2 or more in RAID 0 (striping) Network: 10Gbps Ethernet
You would want to start with at least the Minimum system and then based on the stream bitrate first calculate the required bandwidth. You can also use the load testing tool here to get a better idea of what your hardware can handle:
