We can’t install Wowza Streaming Engine to /usr/local directory because of our server policy.
Could I change the installation path? or Is there any way to install it manually?

There is not an option to install to a different directory, but you can move the installation folder to another location after the fact.
You would also need to create/keep correct symlinks in order for Wowza to work correctly.
This is because all the server startup scripts locate the Wowza server files through a symbolic link named /usr/local/WowzaStreamingEngine. When you relocate the installed files you can move them where you choose and update this link using the ln -sf command.
