CPU Dual Quad-Core 2.10 GHz is enough for Wowza 4 ?

According the Specifications for Wowsa Strreaming Engine 4, minimum recommended production hardware is

CPU: Single Quad Core, 3.00 GHz or better

What happen if I have a machine with just a CPU Dual Quad-Core 2.10 GHz ?

Shall I be able to use the Transcoder ?

It's not recommended. Please see our Transcoder Benchmark article.

This should give you a good idea as to what performance you may get.

These are recommendations for production. You can run Wowza and the Transcoder on much less, an EC2 m1.small (single core, 1.7g ram) for example. Of course you will not achieve the same results indicated by the benchmarks
