Wowza isn’t really developed for that; but it is possible if you use RTMP with low-latency settings or WebRTC. If you develop your own Android App, you can look into the Wowza GoCoder SDK. You will have to tune your server for low-latency (see eg. https://www.wowza.com/docs/how-to-set-up-low-latency-applications-in-wowza-streaming-engine-for-rtmp-streaming)
