vSphere configuration issues (wowza usb)

I am trying to use Wowza usb by setting the OS of Windows 2019 DataCenter version in vSphere.
However, if the OS shows an unknown USB device (configuration descriptor request failed), Wowza USB is not recognized.
Wowza engine cannot start.
How can vSphere recognize usb without any problem? A general USB storage device is recognized and the file is read and written.

vSphere configuration
Guest OS: Microsoft Windows Server 2016 (64bit)
Compatibility: ESXi 6.5 or later (VM version 13)
VMware Tools: Running, Version: 10305 (Latest)
