What is the defference between Live Event plan and Ultra Low Latency Plan?

Starter live Event plan has 10 Processing Hours per month, is that mean that I can only stream 10 hours per month or can be 10 continuous hours per stream?

Does starter Ultra Low Latency Plan also has Processing Hours limit? or I can stream live video as I could?
