is it possible to identify with a unique URL, and incoming request to the WSE coming from a GoCoder SDK App? And how or which APIs?

It’s not possible to identify the computers accessing a web site without the cooperation of their owners. If they let you, however, you can store a cookie to identify the machine when it visits your site again. The key is, the visitor is in control; they can remove the cookie and appear as a new visitor any time they wish. Click here for getting more info.
Can you provide more details on your workflow? Do you need to be able to identify each publisher through stats? If so, you can try adding custom query parameters in your stream name:
broadcastConfig.streamName = @“streamname?id=xxxxx”;
