    Not sure if this can be done, but is there a way to allow users to create their own live streams similar to how iHeart Radio does music?

    Can you describe what you mean in more detail?

    A user selects videos and adds them to a "playlist". This list then becomes a live stream for them to watch.

    You can do that with Stream class streams. Here are some examples:

    Basic API:

    Also take a look at the ServerSideModules example that ships with Wowza for a working reference of Wowza <> Flash communications

    The client-side is something you will have to develop.
