RTP to MP4

Hi - I have a question on the flow of converting the rtp packets. So the client is sending video/audio packets over RTP and wowza converts it to mp4/flv format. If the RTP packet has already encoded video in h264, does wowza just chage the header and keep the same payload when converting to mp4/flv ? let as assume there is no adaptive bit rate conversion.

Wowza doesn’t change the payload but does repackage the payload for each client type.
