Wowza only sells software. There is a list of specific encoder including hardware encoders that might be useful, here:

There are hosting options in the partners page:

I would like to know if I can use WireCast and Wowza Media Server to do such IPTV? And which edition of Wowza you suggest me?
I would like to buy a full server with all privileges and able to create new application to deliver streams on.

Yes, you can use Wirecast. You can get a Perpetual or Subscription license.

    Or use Wowza on EC2

For Wowza hardware, we recommend a late model quad or dual-quad cpu, 4-8g ram, 1-4gbs nic, 64bit OS and 64bit Java JDK. Disk requirements for live streaming are minimal.

I would like to stream an IPTV in the same quality as this one http://playtv.fr/television/euronews/ and also letting the 1mb adsl users watch it without buffering?
How much bandwidth should I have to be able to deliver such video quality instantly?
Is there any different between virtual streamer (like Wirecast and Flash Media Encoder) and physical streamer (Broadcast equipment )?
Also, will I be able to create various live streaming application with one Perpetual Edition license? I'm doubting because of the "Per Instance" mentioning.

Per instance, you can have as many applications and as many streams per application as your hardware and network can handle

We recommend 1 - 4gbs nic. With a 1gbs nic, minus 20% overhead you get about 800mbs throughput. If your clients are streaming 1mbs streams, that will support 800 concurrent streams.

We also recommend late-model dual quad cpu, 4 -8g ram, 64bit OS and 64bit Java JDK, and RAID 0 for heavy RAM,

The server should be tuned following this guide carefully:
