The /Streams /LiveStreamPacketizers section only has the closing tag. For HLS (cupertino) playback, it should look like this.
<!-- LiveStreamPacketizers (separate with commas): cupertinostreamingpacketizer, smoothstreamingpacketizer, sanjosestreamingpacketizer, cupertinostreamingrepeater, smoothstreamingrepeater, sanjosestreamingrepeater -->

    <LiveStreamPacketizers>cupertinostreamingpacketizer<LiveStreamPacketizers/>
I would get a new copy of Application.xml and start over and be careful not to remove critical tags.

AAC audio is going to work best, especially on Android.

RTSP should work, if the audio is supported in the device. And UDP ports are open. Follow these two guides thoroughly:

Did you start the stream in StreamManager? You have to do that for HLS streaming. In fact you should change the StreamType to "live" and use StreamManager or /conf/StartUpStreams.xml to start the stream with MediaCaster type "shoutcast", so packetizing is pre-started.

If you not using sanjose and smooth streaming, you could remove those from the list of LiveStreamPacketizers, for the sake of overhead and less cluttered logs.

First, re-start Wowza, to get a clean test. Start the shoutcast stream in StreamManager, then playback in iOS.

Then zip up and send the /conf folder and current access log showing the above re-start and test to support@wowza.com

    Include the shoutcast source url

And include a link to this thread for reference.
