Default Initial Setup - Stream not found

Ok, I followed the instructions to setup wowza and followed the instructions to setup rtp re-stream for IP Camera. However I'm having a problem and I don't know what I'm doing wrong. I have a panasonic H581A PTZ camera. I can connect to it with VLC via rtsp://<ip>/nphMpeg4/g726-640x480 and it works. So I setup the camera.stream file with that url in it (no .txt at the end of it). I can login to streammanager and start the stream and it starts successfully. But, when I use the example flash rtmp player it says failed to play camera.stream; stream not found. I thought maybe it was a codec issue so I used the following link (http://www.wowza.com/forums/content.php?90) to setup transcoding with VLC. I created another stream file vlc.stream with the url to connect to it. With VLC, it plays when I access rtp://127.0.0.1:10000 so I put that in the file. Restarted wowza. Started the stream successfully. But when I put vlc.stream I get the same message. Also, for the server part I left it at rtmp://127.0.0.1/live. I started wowza this last time from the startup.bat. Here is the output...

    Hi there,

Check to see if your camera has an h.264 option, otherwise you can use vlc or the Wowza Transcoder to transcode the stream into h.264.

In the middle of this article are the settings to use VLC to transcode your IP camera to h.264:
Note: VLC can also be used to transcode a RTSP, native RTP or MPEG-TS stream.
