As you've seen, some of the more common use-cases are re-streaming IP Cameras (RTSP/RTP streams) and Shoutcast or Icecast streams. It simply pulls the stream from the source and makes it availble for streaming to the many of players supported by Wowza.
What's the criteria to pull stream by stream manager or push stream by encoder?
What's special for IP Cam case so Wowza considers it should use stream manager ?

This depends on the encoder capabilities. Encoders ca push a stream to a streaming server, or they can expect streaming clients to pull the stream from them.
Some encoders can do one or the other, or even both.
Most IP cameras provide a RTSP URL so that whoever wants to connect to it, can pull the stream using that URL.
