I'm able to view the stream on my Android device via rtsp. Does your device come back with an error? What do the logs say?

Just to be clear, it sounds as though that the following Wowza rtsp url will playback on your Android device:

    rtsp://184.72.239.149/vod/mp4:BigBuckBunny_115k.mov
And now you are trying to get your own Wowza instance to stream and playback via rtsp but haven't been successful in doing so. If this is correct, are you trying to use the same file, BigBuckBunny_115k.mov, from your server?
