Can Wowza stream FLV file as VOD with HDS protocol?

That is not possible at this time with VOD.

Video and audio FLV (Flash Video—.flv)
MP4 (QuickTime container—.mp4, .f4v, .mov, .m4v, .mp4a, .3gp, & .3g2)
.ismv, .isma
MP3 (.mp3)
