Use Filler Stream When Live Stream Is Interrupted

The link above describes a wowza capability that allows for the streaming of a pre-roll before a certain video stream starts or stops. I need this functionality plus I need the ability to recognize when the stream stops and send filler video. It seems this capability is available through the wowza apis - am I correct?

The LoopUntilLive module will detect when the live stream stop and will revert back to the playlist. It sounds like this is what you’re looking for.
