Disable Transcoding Streams to Higher Resolution

Pending a client was to stream a 720p stream (or anything lower than our configured profile resolutions), we would like to ensure no transcode profiles are enabled that would upscale the video content (ie. 1080p).

After reviewing documentation and forum posts, the closest solution I have found is more of a global toggle of transcoding on a specific stream (https://www.wowza.com/docs/how-to-control-which-streams-get-transcoded-using-server-side-api).

Is there any specific configuration options in Wowza Streaming Engine to automatically ignore transcode profiles that would require upscaling the ingested source video? Our goal is to not only avoid serving upscaled content but avoid utilizing CPU to encode this streams to these profiles all together.

I have also located this forum post which seems to still be unresolved (https://www.wowza.com/community/questions/6292/limit-number-of-transcoded-streams-based-on-source.html).
