I want to add publisher if he is a new user from my android client app, any examples will be appreciated

I am building a android app using gocoder, Now I am trying to add publisher if he is already not registered using rest. I tried to do this using Rest Api call from android retrofit rest call, but i am getting “Status: 400” please help me to find a standard way to do this
