We use the Axis207 webcam and encode using FMLE via an Axis plug-in, which is supported only for Windows Media Encoder, but works perfectly fine with FMLE. We have the webcam set to MJPEG and the plugin allowing FMLE to see the webcam and the stream. We can then use FMLE to encode as normal using RTMP.
