We would need information on the bitrates, concurrent incoming streams, are you doing adaptive bitrate streaming, etc.
I would strongly suggest you use a CDN which can be used with Engine to distribute the streams for you and reduce the burden on your end. The CDN has the bandwidth necessary for that number of connections.

Streaming to a CDN from Streaming Engine would be much more reliable and cost-effective.
To be more clear, with a CDN, your transcoder requirements would be the same as transcode + 1 viewer because the CDN would do all the rest of the work for you to deliver it to the rest of the viewers.
